Germany and China enjoy close relations, yet the subject of China is rarely addressed at German schools and only few pupils learn Chinese. The new Bildungsnetzwerk China therefore has a number of goals: to increase the number of pupils who learn Chinese, to devote more attention to China in the classroom and to promote direct exchange with a view to enabling German and Chinese pupils of the same age to learn more about each other’s lives. To this end, the Network will support schools in becoming important centres for learning about and encountering China, while at the same time developing skills that will be useful in dealing with China.
A Stiftung Mercator and Goethe-Institut initiative, the Bildungsnetzwerk China is being implemented in close cooperation with the Kultusministerkonferenz (Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany), and especially with this organization’s Pädagogischer Austauschdienst (PAD) of the Kultusministerkonferenz. Furthermore, the goals of the network are expressly welcomed and supported by Germany’s Federal Foreign Office and Federal Ministry of Education and Research.

China and Germany have been engaged in intensive exchange for decades and enjoy close ties at the economic level in particular. With over 850 million speakers worldwide, Chinese is the world’s most widely-spoken language. Around 16 percent of global economic output is generated in China. Furthermore, China is an important partner when it comes to protecting global public goods such as the climate and the environment. And yet few people in Germany have any clear idea about how the Chinese really live or any experience in dealing with the Chinese. The subject of China is hardly ever raised in German schools, and by comparison with neighbouring countries in Europe only few German pupils learn Chinese.
“China kennen China können”, a 2018 report that was published within the framework of a Federal Ministry of Education and Research-funded research project by the Mercator Institute for China Studies (MERICS), found that education and training institutions in Germany have a lot of catching up to do as far as teaching students how to deal with China is concerned. In its 2019 findings document, a “Working Group on Chinese Expertise in Education and Training” that was established by the Federal Ministry of Education and Research, the Kultusministerkonferenz and the Federal Foreign Office, proposed various measures designed to boost Chinese expertise in education and training, including setting up a centre to promote knowledge and expertise about China. In 2019, the results of another MERICS study, “Der weite Weg nach China”, identified the potential for establishing a body to coordinate school exchanges with China.
In early 2020, the Bildungsnetzwerk China was officially launched by Stiftung Mercator and the Goethe-Institut, with the Pädagogischer Austauschdienst (PAD) of the Kultusministerkonferenz as a close partner. The Bildungsnetzwerk China is based in Berlin.
Working in close cooperation with educational ministries and authorities, the Bildungsnetzwerk China will support schools in focusing particularly on developing knowledge and expertise relating to China in Germany. The measures that are planned to this end include promoting school exchange projects with China, providing further training for teachers, collecting and creating materials for use in the classroom, and interconnecting all actors engaged in developing knowledge and expertise about China. Furthermore, individual schools will be able to apply to the programme to receive advice, financial support and specialist training for a set period of time, thereby enabling them to lastingly include and further develop a focus on China in their school profile.
Funding for school exchanges will be achieved by expanding the Mercator School Partnership Fund that has been supporting exchange- and theme-based project work between German and Chinese partner schools since 2014. A website that will serve as a platform for knowledge and expertise about China at schools is currently being created. Details of all the aforementioned funding opportunities will be published on this website.

4. WHICH PERSONAL DATA DO WE PROCEED?
When you contact us e.g. as an interested party or customer, we collect your personal data. This may happen, for example, if you are interested in our products, register for our online services, contact us via our communication channels or if you use our products or services in the context of existing business relationships.

4.1 SENSITIVE DATA
Sensitive data and special categories of personal data such as information on religious or trade union membership, are not collected in this way.
4.2. PERSONAL DATA OF MINORS
Personal data of children or minors are collected only when such persons use our communication channels or participate in projects of the Bildungsnetzwerk China. To the extent that we become aware of the personal data of minors being processed without the consent of their legal guardians, the data in question will be deleted immediately.
4.3. WHAT ARE COOKIES?
Cookies are files that are placed on your computer by our website or customer portals when you visit the site. These files store information that makes your use of this site more efficient.
For this analysis, the use-related information generated by the cookie (including the shortened IP address of the user) is transmitted to our servers and stored for use-analysis purposes. We use the usage analysis to optimize our own websites, customer portals, customer approach and other advertising measures as well as for market research purposes. The IP address of the user is immediately shortened during this process, so that the identification of the user via the IP address is no longer possible.
Any user who does not agree to the storage and analysis of his anonymized user data when visiting our website can object to this storage and use at any time. An anonymous use of the customer portals is not possible.

We also need your personal data to be able to check whether and which products and funding we can and may offer you.

5.2. CARRYING OUT THE APPLICATION PROCESS
We process your data that you have sent us as part of your application to check whether your professional qualifications are suitable for the advertised position. We only use your information for the application process and transfer it to your personnel file when a contract is concluded. If no agreement is reached, your information will be deleted or destroyed. We will not use your application information for any other purpose than to conduct the application process.
5.3 PROVISION OF FREE EVENTS
We likewise require your personal data for the purposes of invitation and participant management.

What exactly do we analyse and process?
You have the opportunity to register for our newsletter via our website. For sending it we only need your e-mail address, all other information is voluntary. Only after successful completion of a double opt-in process will you receive our newsletter. At any time, you have the right to view your declaration of consent or to unsubscribe from the newsletter. Corresponding links are implemented in every cover letter to our newsletter. If you unsubscribe from our newsletter, we will immediately delete your contact details from our newsletter distribution list.
The effectiveness of an electronic consent, as it is used for the registration for the newsletter, is subject to certain requirements by law. This also includes recording your declaration of consent. We therefore log the date and time of consent, the text of the declaration of consent, the fact whether the checkbox was selected, your e-mail address and all other voluntary information.
